The Schools White Paper marks a decisive shift in national policy – moving away from treating SEND as a parallel system and instead embedding inclusion as a core driver of standards. This reframe matters. It acknowledges that high‑quality, inclusive practice is central to better outcomes for all pupils.
The ambition to deliver earlier, layered support in mainstream settings – supported by digitised Individual Support Plans, new National Inclusion Standards and the Inclusive Mainstream Fund – has the potential to simplify processes, reduce delay and strengthen classroom practice where it is most needed.
We are particularly encouraged by the White Paper’s commitment to a self‑improving system built on collaboration across trusts, specialist settings and local schools. Success, however, will depend on implementation. Schools will need clarity, workforce development, and robust evidence to ensure that ambition translates into improved outcomes, belonging and participation for children and young people with SEND.
